The “three co-ordination” policy of Langxi county aims to let the teachers “rejuvenate.” 郎溪县“三统筹”让教师队伍“活起来”

Teachers establishment is co-ordinated by the county government. Teachers signed personnel employment contracts with the teacher management service center , canceled their school identities and opened communication channels. All of the 2118 teachers of 30 primary and secondary schools in the whole county were all signed personnel employment contracts. Teachers would participate in the recruitment of school posts regularly and the unemployed staff will be on the job management, at present ,there are 5 employees waiting for positions. Special technical posts are also co-ordinated by the county government.Teachers' professional and technical posts changed from “company ownership”to “system ownership” from “school seniority”to “fair competition”in obtaining posts. For the moment, a total of 343 people in the county have obtained the qualification of first-level and senior professional and technical posts through competition ,97 people have not obtained the qualification of declaration, the elimination rate is 22.1%. Upgrade promotion is co-ordinated by the county government. The promotion of teachers' professional and technical posts should be co-ordinated by the county government to solve the “plateau phenomenon” of teachers' professional growth. Now, there are 520 people in the county declaring promotion in the internal grade of which 145 people fails to get promotion , the elimination rate is 27.9%.

教师编制县级统筹。教师与该县教师管理服务中心签订人事聘用合同,取消校籍身份,畅通交流渠道,全县30所中小学2118名教师均签订人事聘用合同。教师定期参与学校竞聘上岗,对落聘人员实行待岗管理,目前待岗管理落聘人员5名。专技岗位县级统筹。教师专业技术岗位由“单位所有”转变为“系统所有”,由“校内论资排辈”获得岗位转变为“县域公平竞争”获得岗位。目前,该县共有343人通过竞争获得一级、高级专业技术职务申报资格,97人未取得申报资格,淘汰率达22.1%。等级晋升县级统筹。对教师专业技术岗位等级晋升实行县级统筹,破解教师专业成长的“高原现象”。目前,全县申报岗位内部等级晋升520人,其中145人未能晋升,淘汰率达27.9%。
